Education, Health and Care Plans and Early Help Assessments - A Guide for Parents

Sometimes children and young people with special educational needs and disabilities may need more support to help them learn and develop while they are in education.

This support may be provided through the School's Local Offer, which can be found via the School's page.

If after accessing all the support the school can offer and the parent, young person (over 16 years) or school feels that additional support is needed then an assessment may be carried out which can lead to an Education, Health and Care Plan (EHC Plan).  This support will be in addition to what is normally provided post-16 in school or in a setting.  

An EHC Plan will:

  • reflect the views and aspirations of the child, parent and young person
  • detail the child or young person's special education needs
  • specify what support is needed to meet agreed outcomes
  • include any health and care needs and support where it impacts on a child or young person's access to education

The EHC Plan may be in place until the child or young person reaches the age of 25, if they continue to need support to access further education or training.

What to do if you think your child needs an  Education, Health and Care Plan?

In many cases it will be clear from a very early age that a child is likely to have Special Educational Needs. In these cases, it is likely that there will have been professional involvement which will lead to the development of a plan as the child prepares to enter an educational setting.

However, if this is not the case, and it is when the child is attending a setting that the needs become apparent, then the best way forward is for the setting and the family to work together to make a referral for a plan. This will enable much of the information needed to be gathered at an early stage. However, if a parent does not wish to do this, the parent can also make a referral by writing to the Local Authority to make that request.
